If the BAC comes up 0.0% while the driver failed the FST (Field Sobriety Test), that's going to weigh toward probable cause to justify a blood draw.  Observations which notice physical signs of substance use are also relevant -- bloodshot eyes, dilated pupils, non-reactive pupils, rapid breathing, sweating, slurred speech, ...

Most times the cops will conduct a vehicle and person search, which might find medication, pot, etc.
