Bow and Arrow Backyard Legal

If someone was to draw a once in a lifetime archery elk tag and want to practice in their backyard, what would be the legalities in Oahu?

Is a bow and arrow a firearm by law?
If it is not a firearm by law and there was a safe setup could one practice in their yard?

I practice shooting from my driveway into my garage at a target everyday.

No laws.  do it safely and have a good backstop.  Ensure you can't accidentally send an arrow over a fence into your neighbor's home.

Rockette and I throw a few across the yard occasionally (like yesterday) just to stretch our shoulders

I did speak with Hifico via email and this not legal advice but they said:

From what I’m aware, there are no law that would prevent it. The only ones I could think of that may have some validity would be the general reckless endangerment laws.  These would require some amount of risk and a complaint to be valid.

Make sure that you’re doing it in a way that the arrow can’t leave your property and that no one else’s safety or property is put at risk. I would probably grab an archery net to hang behind the target as an added layer of risk mitigation.

Nothing specific about bow and arrow and not it isn't a firearm by law, not unless your arrow is propelled by gunpowder!

The applicable section would be reckless endangering which basically covers reckless activity that puts someone in danger. So don't shoot towards a roadway or a neighbors house or people, etc.
