Here is the door broken by 2 people fighting in Waipahu.
I think it would be beneficial for small shopping areas to have people live on premises as a deterrent to crime.
Back in the day, people lived either above the store or next to the store.

Just not enough officers to be everywhere at once.
1740 Police Officers
Probably 400 not patrolling...leadership, evidence, swat, recruits, training staff, injured, etc
1300 left for patrols...
100 sick or on vacation
5 shifts per week  = 240 per shift at one time
8 districts on Oahu= 30 per district at any one time.

Downtown district covers from Aala Park to the Ala Wai, from beach to the valley.

Not.much officers to cover it all.

What I'm saying is modify the patrolling schedule.  You don't need HPD earlier.  At 2am when the bar closes is when you need them.

Kevin McDonald who ran against Rhodes and lost big time managed a bar in Chinatown. He called HPD cause 2 guys fighting outside. 45 mins and no one showed up. Guess the guys were still outside his bar. He then walked to the station and reported it and was told they will send someone. He then walked back to the bar and still no one showed up.

He worked doing paperwork for the DNC party. I'll be that he goes to the senate/house next. Because Scott Nishimoto is running for his seat in the next election. Both are anti 2a.  Scott used to be in the Senate for Kapahulu, then the McCully district.  I don't believe that he would run if Tam was going for re-election.

Tam is being groomed for a long career in politics.

He also passed a ROH that required all bars to have NARCAN on hand. Talk about an enabler.

I worked pier 14 to pier 20 in Honolulu for more than30 years. Love that part of town....Waterfront bar...club Huba-Huba, Fort street Mall,  I used to clean the Huba-Huba....After 11pm don't respond to anyone, don't stare at anyone and make sure your Converse All Stars are laced up tight. The police station didn't make any difference,people were dealing right across the street in broad daylight.  Chinatown used to be a family friendly part of town,have dinner,walk around,look in all the shops...wow!!!

I moved back home in early 2000s.  I went into one interview in office in Fort Street Mall around 4 pm (so still daylight).  Came out after 7 pm and was dark.  Damn, was pretty sketch walk back to my car. . .

I went into that area again for a pick up at one of the FedEx locations maybe a year ago.  Around 1 pm and was like how you described.  :(

Had to research this map and remembered your question.  This is the police map, and patrolman beats, of the Honolulu area.  Usually one patrolman per beat, but not all of them are covered due to shortages.  D1 is a relatively small area but densley populated.  There's lots of bars, homeless, drugs, domestic violence, public housing, medical calls, and other crimes everywhere even at 2am, not just in downtown.

Usually they'll put police officers on overtime to specifically target an area.  Not sure why they're not doing it in downtown.
