I have a hypothetical question. I was on the Kalupapa Mule Tour and it made me curious about something.

If Hawaii Chief's actually started issuing carry permits, and  for fantasy island sake, lets say the Maui Chief had an epiphany and started issuing carry permits. Obviously, they would be valid in Lanai, and Molokai.... but what about Kalawao County?

This would be interesting because Kalawao County has no chief of police. And also Maui County is technically responsible for Kalawao County; however, I'm not sure that would apply.

Again, this is just a hypothetical question, and I ask out of curiosity, because if carry permits were ever issued, they would only be valid county wide and Kalawao is it's own county.

Any thoughts?

Kalawao County is under the purview of the DOH. The Director of the DOH is the "Mayor" of Kalawao County

Would the director of DOH also be considered the police chief?

The only police in Kalawao County from what I saw was the two National Park Rangers. I don't think they would count.

Does bring up an interesting question, one I don't have the answer to. But, to add to the issue, Kalaupapa has a "Sheriff" at one point. It was one of the "elder" residents, but I don't know if he's still there or if someone else took his spot. I'll be over there next week so I'll see if I can find out.....

I had read that there's a LE investigation of drug running in Kalaupapa. You'd like to think that Kalaupapa is immune to violence but if drugs are involved things get crazy. A guy would want to be able to protect himself if the need arose.

Practically speaking, yes, Maui has jurisdiction over Molokai. National Parks Service and their LE Rangers are the LE presence at Kalaupapa.

I wasn't able to determine if they still have a Sheriff but it was largely a ceremonial title so I doubt that he would have been able, even if so inclined, to issue CCWs.
