Context.

Hawaii changed their open carry law on deadly/dangerous weapons.  It isn't illegal to open carry them.  Individual was walking when someone called 911 to report his open carried taser.  Not his openly carried halbred.

Hawaii has no duty to ID, unless it's for a traffic type stop or if a crime has been committed/law broken.

Notice the cops demeanor at the end when discussing the name tape being covered.  He looks like he was going to bump the individual until the other cop guided him away. 

Imagine if there was no camera recording this or if the aggressive cop was alone with an individual.
