Her $39,000 raise is what some people make all year.

A good manager will always ask "is that person giving that much added value to this endeavor"?
This is a public works project, not a profit making enterprise.  You are forceably stealing
money from to taxpayers to fund your overpriced Politically correct transportation Boondoggle.
Looks to me like HART management is a rewards program for loyal Democrats.
That is all it ever will be.
