Hello, my friend bought a taser from x ring a while ago. He wants to transfer it to me. How does that work? What’s the steps?

HRS 134-82
Quote
(e)  It shall be unlawful for any person, other than

a licensee,
a law enforcement agency, or
the Army or Air National Guard,

to knowingly or recklessly purchase, obtain, or otherwise receive
an electric gun or cartridge from a person who does not have a
license issued pursuant to section 134-83.

Based on that, it sounds like you might be stuck using a licensed taser retailer to sell it for you.

Or, you could find a buyer who is a licensee, a law enforcement officer, or in the Army or Air National Guard -- they are exempt from this section..

You can check with xring if they'll transfer it for you.  They'd have to log it down and give your friend the class.
