if i give you an allowance of $100 per week, and you keep wasting it on candy, beer or other things you don't have to have, i might consider lowering that allowance so you can only aford to pay for the things you need.

You never admit you can cut nonessentials from your spending, because that would require discipline and an admission that you could have been saving money each week instead of being broke the day or two before allowance day.
Congress and Presidents has been doing this too long. so long, in fact, that nobody listens to the negotiations, because they don't make sense. But, when Dems start saying Social Security will have to be cut unless we get Democrats in office, suddenly voters are interested.
