During the discussion, property owners and members of the public were against the city and county adding taxes.

"Lets just take a $500,000 home, that is $15,000 tax. You are subjecting yourselves and tax payers with legal fees for a bill that may not work," said Suzanne Young, CEO Honolulu Board of REALTORS.

"I do think it is unconstitutional, it's violating your due process rights," said Donna Kohls, against the bill. "Many people do not want to be a landlord and they should not be forced to be a landlord."

While local advocacy groups and students from UH showed support for the bill.

"When I graduated in 2020, I had a handful of friends, many native Hawaiians and locals who unfortunately had to relocate off the island because of the housing crisis currently," said Maile Skinner, UH Student.

"Hawaii is not a playground for the wealthy while our working families are being pushed out of their own communities," said Elvia Alvarado, UH undergraduate. "The reality is heartbreaking, parents working two or three jobs just to afford rent."

The committee voted 3-2 to move the bill for a final reading. The full council must pass the bill, and if so, the tax starts at 1% in 2027 and increases each year following until it reaches 3% in 2029.

In my opinion parents working 2 to 3 jobs just to make their rent is not because there happens to be an estimated 30,000 empty homes on this fricken banana republik.

I would say we should tax the brains of the city and county council members but that would only net about 26 cents.

Next tax all those foreign non citizens buying our property as investments.

Good idea.   Tax the rich who don't live in their own homes and can afford to keep extra empty homes.  Lower taxes on the rest of us.

How old are you?  Name one time the state lowered property taxes for anyone.

They spend their time looking for ways to increase taxes -- never reducing them.

It's a Democrat thing.  Not that some Conservatives don't raise taxes, but Democrats have never proposed a new tax they didn't spend all of on some new program.

I'm actually excited about this but not for the typical reasons. A lot of disgruntled homeowners are about to turn on the establishment in the next election.

Then again maybe the fraudulent mail in ballot system is the reason they think they can get away with it.

Do other states/counties/cities do this?  If not, I see another lawsuit that the county has to defend.

why stop at taxing unused homes? Unused cars, spoiled food, clothes, boats, unused guns,...because govt has the right to your propertties?

The bill has exceptions, Going from memory:

1) Death
2) New sale
3) Owned by non-profit
4) In court case

Other stuff by memory:

1) 1st year vacancy is  X% of the assessed value. Then it increased after 2nd year vacancy.

What the bill doesn't factor in is looking for a tenant for X amount of rent because that's what your mortgage is. Esp if you're paying 6% or the AOAO maintanance fee.  What this would do is cause people to rent for less than they're paying and take a monthly loss.  Or was the bill designed this way so they sell a home they're not living in?

I look at it as this is government over-reach. People should do what ever they want with their property, including air bnb without a permit.

2 years ago, they tried to tax air bnb's 40% tax. WHen people testified, they mentioned taxation without representaiton/over taxation and the constitution/bill of rights.  Me being a 2A guy attending the hearing, I wanted to ask "1st time u guys felt HI is violating your right?".
