There are at least 2 other studies I have seen which report similar findings.

You can put make up on a pig, but it's still a pig.

So same same. You can cut stuff off, add things on, but you still know that you're not what you think you are.

This falls under the heading failure to treat the real cause.

Gender affirming care is just encouraging a delusion, not treating the problem.

If I say I think I'm Jesus Christ, I'd be treated as delusional.  But if I announce I'm a woman trapped in a man's body, I become a member of a newly protected class with special privileges and protections which "normal" males don't have.

Enabling someone to live out their fantasy doesn't (a) treat their actual problem nor (b) make them accepted by society in most circumstances. 

Suicides are caused by mental health issues.  Ignoring that -- or worse yet, affirming a delusion -- won't help anyone.

And was the military funding these gender affirming surgeries?

Great.  Just great.  Imagine a soldier on the front line, the enemy is advancing, then his buddy next to him who just had a gender affirming surgery, starts crying and saying it's depressed.......

There's no reason to reject transgenders wanting to serve in the Armed Forces, right?
