Its a tragedy no doubt and I sympathize but this is a common cycle of where individuals or parents fail to change behavior and they now want to make issues like wearing a helmet a law.
At the same time, parents don't realize that the State is encroaching on their right and responsibilities as a parent. Technically, this person is an adult at his time of passing so it was his choice to accept risk.

Tyler, 19, got the e-bike about two years ago, about the time he was graduating from Waianae High School.

“It was his transportation,” his mom, Amalia Ildefonso, said.

“Yeah, it was his transportation because he didn’t have a driver’s license,” his dad added.

Guillermo said he was concerned about his son’s safety on the bike.

“I told him to ride safe, and always wear a helmet,” he said.

Tyler’s parents want all e-bike riders to wear a helmet.

“We really encourage them to always have a helmet on because I believe if my son was wearing his helmet, he would have had a chance of being here today,” said Ildefonso.

“Educate your kid on the bike,” said Guillermo. “I call it a silent killer because it doesn’t make any noise. And please, wear a helmet. Please.”

Kind of silly to enforce the wearing of helmets on electric 2 wheelers when any adult motorcycle rider has the freedom to choose.

i wore a helmet on my motorcycles the whole time i owned them.  First bike was purchased in NC.  i rode there, in OK, VA, SC and MD.  Helmets were required in all those states.  HI is the only place i've ridden without mandatory helmet laws.

Having said that, i was in the Air Force through 1992.  All USAF bases required helmets while on base.  I believe that was the case on all branches' properties.  In OK, I remember being told that military members must wear helmets both on and off military installations.

There were similar military rules for seatbelts before law enforcement started enforcing seatbelt laws more aggressively.

Even bicyclists are required to wear an appropriate helmet when biking on military installations.

At some point, I simply resigned myself to always wear a helmet on any bike, powered or not, as a way to protect my noggin and to set a good example for my kids.

My kids wore helmets while bike riding and rollerblading.
