we need to close these dangerous assault driver loopholes because one death is too many

In fact, that's one of the reasons for RAPBACK.  Teachers, law enforcement, security guards, bank employees, etc., all have positions of trust.  RaPbACK monitors systems nationwide to alert local authorities if anyone being monitored has contact with law enforcement in any state.

Example, if you got a DUI in Vegas, it would pop up in Hawaii's RAPBACK report.  No need to trust the individual to self-report it.
