I have noticed a tendency of lawmakers to write up bills that sound good to them but without thinking how they would work in real life application. This is a perfect example.

If that's the case dos fackahs don't deserve to get paid.

I think it is just a reality of life, like complaints from mechanics about how engineers design things that are very hard to repair. It shouldn't happen but it always has and probably always will, its just the nature of people not understanding things outside their bubble.
