The cats should be eating what the rest of the inmates are eating.  it's probably not much better than canned cat food anyway.

Also, how many people caring for a cat for 12 months are willing to give it up to be adopted?  After only 2-3 days, my pets became part of the family!

I can see it now....

Inmates on hunger strike because foster cats were purroled.
