He's been on camera when he went into a possible fugue state or suffered a mini stroke in the middle of speaking.

At what point do we recognize that we need to limit these positions in government so (1) they aren't spending decades mostly campaigning for reelection, and (2) to prevent those with obvious mental and physical decline from remaining in office when younger, more capable reps and senators can replace them.

Only SCOTUS has lifetime appointments.  Congress, as with diapers, need changing frequently -- and for the same reason.
