What is this 24 months to repair at an estimated cost of 2 million.  WTF.

The part that is resting in the water, throw some 2X12 planks across it.  Tie some 2X4 on both sides of the existing railings still above the water.

Boom.  Pau. 

Material source:  City Mill or similar.

Contractor:  Neighbors and friends.

Cost:  $400  maybe even less.

I know.  I know.  This is a ridiculous proposal.

But not as ridiculous as taking 2 years to fix at a cost of 2 million dollars.  Guaran ball barans 1.5 million ends up in bureaucratic pockets.
Sometimes you gotta know when to save your bullets.
