Wow this stuff is still being pushed.  Here's a summary on it I wrote elsewhere:

This bill doesn't do what you think it does and you should be supporting it along with the other Republicans supporting it. It restricts the emergency powers by limiting their duration, allowing the legislature to end the emergency powers, and putting limitations on the county. Read the actual bill at this website. The UNDERLINED parts are the changes to be voted on. The NON-UNDERLINED parts are already current law.
