The ATF was blocking Gas BlowBack M4s at customs and trying to seize them from people because of the way the gas blowback guts look:

notice the double-hook hammer and autosear

The rumor is that the ATF took one of the first batches of WE GBB M4s and was able to drill it out to take an upper, grind out the mag well until a mag fit, and got it to fire one round. It doesn't sound very far fetched considering the "testing" they did welding on Uzis, or the NFA shoelace.

That's hardly the "minimal work" the ATF agent claimed.
