Read the hawaii hrs carefully.  If you build a 80% and complete it you must have a valid long gun permit.   And you must register it 5 days after you complete it.

State rules trumps federal rules on this.  Call the local atf and ask for Aldo. Or you can call HPD and ask for Suzie.

It may sound like a loophole, but I assure you, it's not. Even if you do make it, you are transforming a block of aluminum into a firearm, coming into posession of a firearm.

Bottom line is by Hi state law Yes it does have to be registered. Also by Hi law seatbelts are required to be worn when operating a motor vehicle, a hands free device must be used when talking on a cell phone while operating a motor vehicle, etc etc... How many people actually follow these laws and others is a big question mark, but it is the law. Up to the individual if they wish to obey the laws, and in the judicial system ignorance of the law is no excuse

Might not change what your point is about, but that quote looks old.  The current HRS 134-3 says five days, not three.  Last year, didn't they pass a law requiring visitors to go through the fingerprint/background check process to register their guns they travel with, thus they extended the time to register to five days?

Like I said, this might be irrelevant to your question, but I wanted to give you a heads up, that might be an outdated HRS you pulled from.   

I believe a H2A member told me that the moment you start machining, it is considered a firearm.  This seems a bit extreme, be nice if you could do much of the work, but leave one last trigger group hole for later before registering and still be legal.  After all, you cannot fire it like that.

Just to see if you can successfully do the work with whatever tools you have on hand.
