On Tuesday May 14, the Honolulu City Council will hear a resolution asking the HPD to register firearms at two additional locations: Kapolei and Kaneohe

We have sympathetic council members but need to flood them with testimony. And, even better, attend the hearing. This is a resolution and not a bill, so even if it passes, HPD can ignore it. But, it is the first step in the fight to secure additional registration locations and a large showing could easily force the City Council to consider something more "forceful" next if the Chief doesn't comply.

Our concerted efforts scared the legislators now let's see if we can use that same energy and cohesiveness to move this along.....

Is it just me or anyone think this way?  If its a resolution and HPD does'nt have to follow it why not just make it a bill?  Kind of wasting time if its passed and HPD does nothing.  Just an opinion. 

Just do it!     I be glad not to deal with the parking hassles downtown for one.

Persons wishing to testify are requested to register by 9:00 a.m. as follows:

b.                  By faxing to 768-3827 your name, phone number and the agenda item;

c.                  By filling out the registration form in person; or

d.                  By calling 768-3818.

 

Persons who have not registered to testify will be given an opportunity to speak on an item following oral testimonies of the registered speakers.

 

Each speaker limited to a one-minute presentation.

 

WRITTEN TESTIMONY

 

Written testimony may be faxed to 768-3827 or e-mailed at http://www1.honolulu.gov/council/emailpsed.htm for distribution at the meeting.

 

If submitted, written testimonies, including the testifier’s address, e-mail address and phone number, may be posted by the City Clerk and available to the public on the City’s DocuShare Website.

 

Any physically challenged person requiring special assistance should call 768-3818 for details at least one day prior to the meeting date.

Just sent mines in!  If people going BITCH AND MOAN about the long lines.....NOW IS THE TIME TO MAKE A DIFFERENCE!  We should EASILY fill up the council members email with thousand's of email in support of this resolution!  I just learned at the hunters Ed course the MAIN reason why we need to sign in at the range.....the city wants to keep track of how many people actually uses the range facility. 

As a current government worker, I've come to learn that EVERYTHING needs to be documented!  Not only to save ones ass, but as PROOF of ones doing!  By submitting written testimony, we are showing PROOF to the Cty and HPD that we need to do something about this current permitting process!  LET's DO THIS PEOPLE!  WE ASKED FOR IT.....NOW IS OUR CHANCE!

Its great to email these folks knowing about our support, but those emails don't constitute submitting testimony. We have to go through the process from HiCarry's original post. 
I have not done this yet, as I'm thinking about what to say.  I'll most likely submit written testimony/support, and check off the option to be at the meeting and request providing verbal testimony.  If I can't make the meeting, at least they have my written testimony.  If the process is similar to the hearings on bills, I can always say "I stand on my written testimony" when they call my name. I think emailing counsil members, providing testimony, and being at the hearing will have the most impact.  For testimony, perhaps I can stress the possible negative impact the process has on folks income.  If folks have to take several half-days off from work to go through the process in HONO, they get smaller paychecks.  By having three locations, maybe folks living/working in these three areas can get through the requirements during their "lunch breaks" as opposed to getting smaller paychecks.  While it kills some trees, I may include a copy of the 10 page Atty General report on firearms 2012, as I'll reference this report, and it wouldn't hurt to get the report in front of the council again.  This would require me Faxing my testimony, as attachments may not be printed if I simply email testimony.
Is there any angle on expenses associated w/  having three locations vs one?  The Police may counter that the expenses associated with implementing at three locations is cost prohibitive.

Welcome to the wonderful world of politics. Love it or hate it, this is the process. Compare this effort to the effort for the NRA instructor liability bill. We were able to make a great showing by submitting over 400 pieces of testimony and filling the hearing room. That showing probably had more to do with defeating all the other "bad" bills because we "scared" the legislators. Because they were scared, it was easier to push our agenda.

Now we need to use that same collective voice to make the council understand our needs. IF there is overwhelming support for this resolution it serves two purposes. First, it will show the council that if the HPD doesn't make moves to open more sites for registering firearms, that there is a large enough group of pro-gun advocates out there that will push for a bill to be introduced. Second, it will hopefully show HPD that there is enough support that they will voluntarily do this rather than wait for the council to introduce and pass a bill.

Remember, it takes a council member to introduce a bill and many are scared of the anti-gun backlash. We need to make sure they understand the consequences of not supporting us, and flooding them with emails, testimony and attending the hearing is the best way to do this, IMHO.

Thanks to all of you that have already taken the time and effort to contact your Council members and start drafting testimony. We can do this, we just need to stay focused and united.

Im glad that 2a supporters are finally taking the battle to "them", instead of always having a defensive position.  No matter what type of outcome, it will show everyone that the 2a community can and will stick together and fight for our rights.

I too don't think long lines will cut it. That is all relative and is surge driven.

I would think just like any other public service, firearm registration is no different and there is a large number of Oahu firearm owners based on real numbers and there is also real numbers showing the large numbers of new firearm purchases and registration requirements. If Kapolei is truly the second city as advertised, then they should offer like public services to support their vision and western Oahu, just like all the other services they offer. Can't really say the same thing for Kaneohe but Kapolei for sure.

Efficiency of a public service is very important, and improving efficiency doesn't necessarily mean reducing costs, although if it does reduce cost, that is almost a no-brainer to win an argument. In this case, I don't see it reducing cost but rather, increasing cost. But in that same vien, as an example, DMW registration at Kapolei or other areas was needed from the sheer number of vehicles needing to be registered, driver licenses, etc. The bad thing is, the consensus is they don't want firearms in Hawaii to begin with so it's much more challenging to convince them.

Long lines, inadequate parking, people having to take multiple paid or unpaid leave from work are some of the impacts to firearm owners. Not sure if they care too much about our heartburn but maybe a little. From the regulatory aspect and public concern, possibly people carrying firearms (although in cases) two or three blocks away because they have to park far may attract unwanted attention or public concern. Possibly late registrations due to not being able to take the required length of time off work or because we didn't get in before the 3:00 PM deadline.

Don't know....just thoughts.
