Irrelevant.

Treaty ~must~ be ratified before it takes effect. The signature just says THIS version is the one we'll look at ratifying.

And it is BS that we have to honor the treaty until it is ratified: we never ratified the treaty that set that standard.

From your point of view that might look like a danger.

From the point of view of his supporters, for whom he as passed a staggeringly low number of things he promised he would, it doesn't seem like he can pass anything.
