I called the parks and rec. they told me as long as the gate is open we can stay there.
Can someone confirm this with the rangemaster.
We stayed to 6pm last Sunday and no one bothered us

Just can't have more than 25 people and no alcohol (duh)

Technically, taking your family to the beach requires a park use permit.  Any group over 1 is an activity.  You can find this in the HAR re: parks.
