HPD registration: Possible to register just AR lower receiver? (Read 13270 times)

Just curious. Can only the lower receiver be registered? That is the part isn't it? Like the pistol frame (no slide, BBL)?

Even without the buffer tube and the stock, just the receiver. Would that be fine?

Yes. In have a complete lower and two stripped lowers that I registered just on their own.

Yeah you can. I do that all the time, so if the ATF or the gov try to take our gun they only  have the lower on file.

Why would they ever want to do that?

Anyways... I was thinking about putting together my own DI AR so thinking to get a lower first, etc.

Hey just to be sure, because I am not 100% sure, the DI or piston thing, that's really just the UPPER right?

Follow up question: So I can buy / build AR uppers without any more need to line up and register, just the same as buying spare slides and BBL for pistols right?

When I submitted my completed AR to HPD, yes I know it is debatable why do you have to go down and re-register a previous registered stripped lower only, I asked that if I purchased a different caliber upper would I have to make another trip down and the answer was "no".

If I'm not mistaken, you technically have to register the lower within 5 days, just like any long arm. Even if it's just a stripped lower.

Speedtek would know for sure.

I've only registered lowers and I specifically asked if I need to bring the completed rifle back and was told "No"

Although they have a bunch of new / different guys recently.
For a while it was the regular cast of characters at the registration desk.

Can you imagine bringing in 20 lowers and 1 upper.

Register..swap...register....swap...register....swap...

20 Mosins and 1 stock.... Hold on I'm installing it !

I don't know if they would be amused though.

I agree with registering the lower within 5 days because it has the serial numbers. Ive registered two upper/lower sets this way. The form had 'LOWER ONLY" typed on them.

Now the funny part, I was told the opposite; You must bring back the completed rifle for registration. I also got a new registration form for the completed rifle.....???hmmmmm :wtf:

I sold one I had built and went with the buyer to register it. Officer stated " it's registered as a lower only, did you build it ? " Thought I was screwed. I said " Yes ". He nodded and registered it to the buyer as a complete rifle.

Anyone know the real, legal, answer ?

Legally the lower is what is considered "the firearm" because it has the serial number.  Same thing with a handgun, only the frame is considered the firearm. Thats why you always need a ffl transfer even just to buy a lower online, but not for an upper, barrel, bolt etc. Hpd will just type "receiver only" on the registration. They never asked me to come back when I completed the gun.  You don't have too lol cause its the lower that matters.  Plus I could just have the lower and not build it up for years if I wanted

I would just tell them that there are no stocks.

If it fits the legal description of a rifle: >16" barrel, >26" overall, they can suck it.

I guess each county had a different policy? It should be the same.

Barreled action should be fine.  Make, model, action, cal, barrel length.

As for the stripped lower I think once you have turned it into a carbine or rifle then you should go back to HPD to add to the registration.  Caliber, barrel, length, and action.
( could be bolt  action 50 cal   28" barrel  for all I know)
 
I registered a stripped AR  lower and once I completed it ,  I went in to have HPD redo my registration. 5.56 cal 18" barrel, semi auto.  If and when I get a 22lr upper assy i'll add that too.

Its a just in case - If I get into a accident coming to or from the range and things go everywhere?  My registration paper says I have a completed rifle and thats what was with me.

Per the HRS 134-3, all counties have the same requirements since its a State level law. If HPD is telling you to come back and re-register there is NO requirement to do so per the HRS. Typical policy changing depending on who you talk to. >:(
