Yeah you would think that those guys would be experts at their jobs, considering how repetitious and simple it is. I have only registered a Mosin through my C&R license, which thankfully is listed in the C&R book that hasn't been published since 2008. I wouldn't want to try and register a C&R firearm that isn't in the book but follows the current ATF C&R guidance.
