Just got word that the Kokohead rifle range is closed indefinitely.

Not sure of anything else although there was mention that "emergency" repair work will be expedited once the solution is determined.

My friend said there was 2 incidents of ricochets today which caused the range to be closed until investigation is complete.  pistol & silhouette
Ranges are still open.

Yup, just heard on HHN.  Only rifle range closed tomorrow.  The clip said just tomorrow but double check for Sunday.  Mentioned two recent "incidents."

Above is confirmed.  More stray bullets today so rifle range was shuttered.  News just reported this.

Just saw the email from the rangemaster. The City Administration decided to close the rifle range till "emergency repairs" are made. Well, if getting the roof repaired is any indication of how long that will take... :( :( :( :( :( :( :( :( x million
So its not a bathroom issue but reports of "stray bullets".

Kind of funny after all these years how these" incidents" keep occuring so close together all of a sudden since 1 particular person who by the way is a wierdo  :wacko: feels like some kind of power trip he wants to shut this range down. We as fellow " mericans " needs to shut down these tyranis types with swift and with prejudice means... meaningstand up and support or 2A rights people don't be fooled by the propaganda. O0

I can only guess given the statement by the mayor about "overhangs" and the recent photographs taken my Mr. Knudsen...that there is "evidence" we are aiming above the mountain? I can only surmise that these photos were given to the Mayor by a cat lover of some sorts?

Not what I was hoping to hear.  I figured that would be the process.  Was just hoping that emergency measures meant they could install overhead baffles out over the front of the firing line and bulldoze the berm back into shape in a couple weeks.

Except during the time of re-construction / reconfiguration they could limit the range to pistol caliber rifles only and black powder. No reason to completely close the range.

Koko Head rifle range temporarily closed after new reports of stray bullets

East Oahu – Mayor Kirk Caldwell announced that the rifle range within the Koko Head Shooting Complex will be temporarily closed effective tomorrow following two new reports today of stray bullets.

“I am a strong supporter of the Koko Head Shooting Complex because it is one of the only safe and legal places for responsible members of Oahu’s shooting and hunting community to practice safe shooting,” said Mayor Caldwell.  “We made the difficult decision to temporarily close the rifle range in an abundance of caution for the safety of those in the surrounding community, but I am committed to installing emergency mitigation measures in order to reopen the range as soon as possible.”

Mayor Caldwell discussed some of the options to reopen the range.

“We want to repair the rifle range berm directly behind the targets, which has been eroded over the years, so it will better absorb bullets.  I would also like to construct a visual overhang that would remind shooters to aim their rifles properly.”

The closure only applies to the rifle range.  The complex will remain open during normal hours and the pistol, silhouette, archery, action, skeet, and trap ranges remain open.

No injuries have been reported, only property damage.  This is a precautionary measure.

Perhaps now most of the shooters that utilize the range but make no contribution to pro-2a groups will now get more involved and make donations.

If every single person that goes to the range on a weekly/monthly basis can donate just $10-20, I don't see how we wouldn't get the funds to pay for the repairs ourselves.

Of course, then the idiots who want to shut down the range will prolong the investigation as long as possible so we wouldn't be able to do so.

What kind of investigation are they conducting? Are they looking into the possibility that KNudsen is a lying sack of S*** that allegedly brought an unfired bullet for evidence?  What is going to be done if that turns out to be the case?  What is being done about opening a venue on the leeward side?

I'm in for a trade turn kokohead in to the new dump sight replacement for the waimanalo landfill and turn the landfill into the new range! Definitely would be wayyyyy better.

Does anyone else suspect a correlation between the increased frequency of these "stray bullets" and the 100 yard rifle range restriction? 

Maybe shooting at closer targets increases the chance of a ricochet?  Longer distances diminish the energy at impact than shorter distances.

RUTA time... I'll be there.   My hope is many will turn out and the "temporary closer" is just that, temporary.   And just for my own warm fuzzy... Have ANY of these stray bullets, ricochets, etc. been 100% tied to the complex or is everything (including the 2 recent incidents) under investigation?

That really sucks . If there is a way that time for maintenance could be volunteered . We as a group should get together and do this . I for one hardly if ever go there but willing to help get this fixed . Could possibly get my hands on a few heavy equipment and welders .

Acctually they fixed the roof fairly quickly, by govenment standards, when it blew off.  In large part, IMO, because of the people here on this forum putting in their two cents...  it is possible.

remember, our goal here is to show that we support keeping the range open
while it might seem fun to show up in full tactical gear, or a "molon labe" or "cold dead hands" or confederate flag t-shirt
we need to show we are concerned citizens that represent a cross section of the public
and we have lots of friends and family THAT VOTE
we need women, children, people of all ages to show up

while we know that the news media will focus on people making noise and accusations, try not to be like "unkle" and get on tv (unless you really want to)
let's all be respectful and peaceful and show our concern

Before jumping to conclusions about Knudsen's involvement in the shut down, consider that that Knudsen's complaint is only one of several concerns that the Mayor may have.  I was at the pistol side last week and spoke to an RO who is a friend of mind. He showed me a picture of a round that was just  found on the Ewa side of the pistol range where the shooters are positioned. It was a large copper jacketed round with a mangled nose and the shooter of that round was identified due to the calliber of the round.The round was heard zinging by a pistol shooter.  Incidentally, I also happen to know the shooter as well. Knowing the existence of a dangerous condition, my guess is that the Mayor had no choice but to shut the rifle range down to avoid liability and protect the C&C of Honolulu against potential liability until a reasonable solution could be found.

Before jumping to conclusions about Knudsen's involvement in the shut down, consider that that Knudsen's complaint is only one of several concerns that the Mayor may have.  I was at the pistol side last week and spoke to an RO who is a friend of mind. He showed me a picture of a round that was just  found on the Ewa side of the pistol range where the shooters are positioned. It was a large copper jacketed round with a mangled nose and the shooter of that round was identified due to the calliber of the round.The round was heard zinging by a pistol shooter.  Incidentally, I also happen to know the shooter as well. kinglui I think this whole thing first off is liability backed by a bunch of people who hate this place and the object which it revolves around. On this topic no feelings are spared theses fricken people will kick you in the nuts and run laughing! We all know that if khsc needed anything our shooting community could accomplish it in days no matter the task I know this in my heart. But thw forces that be kinda enjoys those nut shots :o

It makes me wonder, since the opening day, has the range ever had upgrades or cleaning, etc. I know indoor ranges have to get the trap cleaned, lead levels, etc, etc. Has any cleanup efforts happened since it opened?

Be ready because this is the kind of bullshit you can expect come the next legislative session.  They will build upon this and we will lose a lot more.  They got a big surprise last time as they weren't prepared for the level of opposition they encountered.  Don't count on being that lucky this time around.  Once they close the range for "mitigation," it becomes an issue of $$$.  Where will the money come from?  If the funds don't get approved, you guys are screwed.  Just think, when they close for repairs they probably close the ENTIRE RANGE.  That means no shooting whatsoever.  If that doesn't motivate people to get involved, then maybe think about heading down to HPD to turn in your guns for destruction (like the guy from that other thread) as they will be pretty much useless when there is no place to shoot.  Myself, I can only get so involved because I don't live on Oahu.  But I continue to do my part by regularly contacting anyone and everyone regarding these types of issues.  Don't get complacent, the fight is just beginning from what can see  :shaka:

I believe they are saying the round that was found on the pistol side was a rifle round. 

There are people shooting rifle rounds at the silhouette range, so i think this is why they closed that side too.

When you've got lemons, why not make lemonade?

If they are going to shut the rifle range down for an indefinite period of time, find out if they will at least open it up for use as an airgun range for the timebeing. I've got a bunch of air rifles and pistols that I can't shoot in my neighborhood because of space restrictions and it would be a great opportunity to get out and teach the kids proper rules of handling firearms.

Just a thought.

If it was really a bullet, there would've been even more coverage
If it wasn't, there wouldn't be a retraction

Listen all, we need to turn this situation in to a positive The Mayor seems to be a strong supporter of the sport shooting community based on his comments ion his press release regarding this announcement.  I know the Mayor and he's a man of his word. No one likes to be attacked or chastised especially at a public forum so when the subject of the KHSC comes up at the meeting that will be the time to thoughtfully and respectfully layout our concerns about the disrepair of the facility, especially the bathrooms, burns, target distances safety issues etc. and the fact the we have been neglected by previous administrations for years and years.  He saw the range so he knows exactly what we're talking about.  This incident is a blessing in disguise.  The city's response to this incident will now force them to expedite the process and repairs ( or renovations)
The Mayor knows that the 2a community are strong voters and he won't disregard us and look at us as "crazies"  So let's take advantage of what seems like a negative issue and use this to our advantage.  We cannot go in with a gang mentality.  We need an articulate, respected and coolheaded spokesperson to represent all of us and plead our case.  I don't all of you but I see those of you who advocate strongly on our behalf, which I truly appreciate so choose one amoungst you and go for it please.  This is a huge opportunity!!  Mahalo

I think we all hope you are right.   I think if I had seen a line item in the budget for "range improvements", I might be less suspicious and more celebratory.  But city projects tend to really drag out and this is a very anti-2A state.  So, for me it's "Hope for best and work hard to prevent the worst".

For making range repairs to happen, we need to contact our city council members also as they will be approving budgets.  The mayor is somewhat strapped because he already has a budget shortfall to figure out.

Also, what about contacting the guy who presented range improvements during the HK neighborhood board meeting?  I wonder if anything resulted from his presentation?

macsak, I'm all for volunteering to clean up the range.  Someone set a date.  If it's not too soon, I can block the whole day off on my calendar.

parks director and mayor said that the emergency repairs don't have to be a budget item
must be some sort of contingency fund for this
said no need EPA stuff, because they are adding to the berm, not digging it up
sounds like they want to add on a bunch of soil to make the berm "softer" to prevent the possibilities of ricochet
the "eyebrows" the are referring to are not to block bullets
they are "a visual reminder" to keep your barrel pointed downrange rather than at the sky

said that material and equipment are already on hand to use, so it can be done quickly

For making range repairs to happen, we need to contact our city council members also as they will be approving budgets.  The mayor is somewhat strapped because he already has a budget shortfall to figure out.

Also, what about contacting the guy who presented range improvements during the HK neighborhood board meeting?  I wonder if anything resulted from his presentation?

macsak, I'm all for volunteering to clean up the range.  Someone set a date.  If it's not too soon, I can block the whole day off on my calendar.

the mayor saw them and talked to them, so that helped
and you should've seen all the guys come when i told them the parks director was looking for commitment for a work day
i walked over to the bench and asked them, and 6 or 8 of our guys walked up to her and said they are in
i recruited someone else who walked up with his wife/girlfriend and asked mike if there was something he could do
he pointed at me, and i said just read 2ahawaii.com and show up

First of all, it was great to finally meet all of you after lurking for so long. And thanks again Macsak for the great suggestion to clean up the range while it's closed.

I overheard Knudsen talking to the mayor about how dangerous it is to have the range in such close proximity to residential areas, and he was explaining that a round can easily hit someone on the Koko Head trail (stairs) or go over and hit more homes. He was explaining to the mayor that a wall needed to be built along the trail, or the range should be fully enclosed to prevent these possibilities.
 
I kind of butted in to tell the mayor that any of these incidents that are being reported and used as fuel to make changes to the range are irrelevant to the rifle range itself. All of these incidents that Knudsen just brought up are only possible by a negligent discharge, which is not an issue that pertains only to a rifle range, but to everyone’s home throughout the whole country. It is the responsibility of us, the firearm handler, to prevent ND’s, not only at the range, but in every situation in which a firearm is handled. I asked if he (the mayor) is planning to make rules to prevent ND’s throughout the whole island and everybody’s home. The mayor knew exactly where I was coming from and said that would infringe on our rights as gun owners. He also mentioned that they find bullets in Waikiki, and of course they don't automatically assume it came from Koko Head. Why should it be different in HI Kai?

After the mayor left, Knudsen came up to me and asked if I heard him telling the story of the round going by him while he hiked the koko crater ridge (about the area above the old 450m steel target). I asked how he knew it was a bullet, and he stated that his brother, a Vietnam vet, recognized the sound of a bullet whizzing by. I pointed out the angle that would have to be fired for it to reach that high on the crater.  He seemed genuinely surprised by this info, although he still sticks to his story. I also explained the distinct cracking sound that a round makes as it flies by. In my opinion, its pretty hard to forget that sound.

I was just trying to make a point that he shouldn’t jump to assumptions without hard evidence.

i want to stress it was not MY idea to clean up the range when it's closed
i brought up to the parks director that 2aHI members had asked why we couldn't volunteer (since we are always told it is a liability issue)
the parks director thought it was a GREAT idea and came up with the notion we could do it since the rifle range was closed anyways
and she brought it to the mayor's attention and then talked with mike
if it comes to fruition, this is happening because of 2aHI members, not because of me
i just want people to show up, because if no one shows, then it's going to be on me

I liked what the mayor had to say. I hope he keeps his word. It will mean a lot in my book. Just remember the last meeting we had. The parks director promised changes and we were lucky to get a new roof. I just hope the mayor does not follow that same path. I voted for him in the last election and I hope he sticks to his guns (pun intended) and gets this done in a timely manner. After it was all over I thanked him for taking care of the range and understanding how important it is to us.

truth be told, i almost forgot to bring up the volunteer thing
i think it speaks to the fact that the parks director and the mayor may be on our side about this

you shoulda seen the look on her face when i went over to the bench and brought back all you guys saying you would help out
and the mayor thought it was a great idea and told her to make it happen
i said we need media coverage, and he pointed at his assistant, and said that he'll take care of it
and mike was floored- he was like "i always have to tell people no when they volunteer"
and he said he needed welders to make new target stands
i was about to say that we have welders/fabricators on 2aHI that are willing to help, when ross told him "i can make those"
i told him we have painters/carpenters/heavy equipment operators and just regular people willing to help
hopefully, we can make this happen

I applaud the Mayor and his approach to this.  Improving the range is the right answer.   I'm certain it's not the answer that our friend from the neighborhood board wanted to hear. 

I remember a number of years ago, some people in San Francisco sued the city because the cable cars made noise when they went by their houses.    I believe the answer was "The cable cars have been there for 100 years.  You knew they went by your house when you bought it".  Same thing here.  The range is much older than those houses and they chose to live near a shooting range.   

That being said, making the range safer for everyone is the right thing to do.

I remember when Piers Morgan went to a range and loved the heck out of it.  He initialy said it made no impact on his views, but the next few months, his rhetoric softened quite a bit on gun control because, I believe, he no longer thought of gun people as "those obsessed nuts who just want to kill animals and people."  Maybe Knudsen needs to experience the range with all of the safety rules, RSO oversight, and the thrill of making a hole 50 - 100 yards away within an inch of where he's aiming?

If he is waiting for someone to "educate" him and won't make the effort himself, maybe someone should make that effort.  What could it hurt??

And, if you have him try a Mosin, recommend a limb saver pad so he doesn't accuse anyone of intentionally hurting his shoulder!  >:D

Was quite cool to see the 2A folks out there as well... I have to apologize for being very discrete, small kine hooky and wanted to stay well clear of the cameras ;)

I too liked what the Mayor had to say, sounds quite positive.   However, did you catch what Knudsen had to say on KHON:

"It could be fairly extensive and expensive so they'll have to find the money they'll have to comply with environmental rules because the soil is contaminated with lead and arsenic,"

So there you have it, he's showing his true colors yet again.   He wants to make sure all the rules & regs are followed in this case yet backs trespassing on a trail that's actually off-limits (and has admitted doing so himself).   Frustrating to say the least.

Maybe we can somehow get KHSC declared a Hawaii Historical Landmark, as it has been around for so long.

It's a lot harder to get something shut down when it is declared of historical significance; might even get extra funding for maintenance as well.

What's the real answer there... **Update/Edit** NM actually read the info vs. skimming it.   Regardless, I still wonder if any WWII units ever used the range prior to 1950?   I do know some folks that may help in protecting the range if it can be tied to Pearl Harbor or the PTO in some way.   Maybe the Guard can speak out as it's a part of their history as well...

Looks like someone practicing for a service match, something done for years at KHSC without issue I might add, during happier times of course.   Unfortunately dick-weed was there with his camera as the shooter was shouldering the rifle and snapped an image of that brief moment .   Low situational awareness, especially if he (and the spotter) noticed Mr. Knudsen snapping pics, but idiot?   A bit strong IMHO, maybe they didn't see the shutter-bug.   But again, as Q pointed, not helping the cause and definitely reinforcing opinions of the ignorant.

those are proper aiming stances for shouldering a rifle from the standing position. the safeties shouldn't even be off until completely in position. that picture is nothing but fear mongering and using lack of education to push his agenda.

I am guessing that Knudsen has never shot three position matches.  But he does recognize the value of a photograph.  Fear mongering, yes.  Effective, yes.  He will have the whole board believing that this is dangerous activity.  Maybe you should contact Sam Slom for assistance.  Knudsen seems to have a general disdain for him as well as his rep that "does not rep him."   :shaka:

i was switching between channels at 10 pm

the guy on the phone is the person in october whose house was shot
i talked to him at the neighborhood board meeting
he told me he supports the second amendment and does not want the range closed
he has shot before, but is not a range user
he told me "i can't say where it came from, i just don't want my house shot"
i was looking him straight in the eye at the time
i believe him

in response to what knudsen said about cost and contamination
well...
i want to say what the parks director said, but i'd rather not our feline friend read what i was told if he is monitoring 2aHI

It seemed not too many people would agree to be on camera. Brenton Awa from KITV flagged me down as I was driving away to see if I'd talk to him. I wasn't trying to be some kind of spokesman or anything but I was happy to speak up. Of course, they only use a few phrases. At least they didn't take something out of context.

As many pointed out that is how you mount the rifle from the standing position. That wasn't me and the coach is a distinguished Marine shooter. I do the same thing but my muzzle is not high enough, nor is my trigger finger in the well until my front sight is in the black. Besides all I shoot at Kokohead is my 22LR CLE upper for practice. I knew Knudsen was taking pics of people that are match shooters.

Using those pictures only proves he has no clue what he's seeing or talking about!  Picking on Olympic style shooters is really idiotic.  In fact if we extrapolate their position and angle it will only prove the impossibility of rounds ever hitting anywhere except the backstop.  And last time I checked nobody grows produce at or even remotely near the range.  He clearly has an agenda, backed by who knows what.  Enjoy your 15 minutes knud dude.  If you are found to be lying I hope charges are brought against you.

When Knudsen was talking directly to Mayor Caldwell, Knudsen directly stated that without a full renovation of the berm (e.g. removing it and replacing the dirt completely) that he thinks just adding dirt will not help prevent berm ricochets because the new dirt would just get shot out of the way. The mayor respectfully disagreed.

not sure where that window is facing, but according to google earth pro the distance to his house from the firing line is a little under 2300 yards or 1.3 miles
the other "incident" marked above on the map with a red exclamation mark is 2400 yards away.. in case anyone else was wondering.

I think the RO's do a good job.

i have yet to see anyone point a firearm in the air at the times I've been to the rifle range.

Do people hunt anywhere around that area? Could anyone in the area have fired in the sky for celebration fire? I live in the Green Zone of China Town and I swear I here gunshots sometimes. I wonder if HPD has actually investigated this to find out the actual location or close to where these rounds came from? I know they can, maybe it doesn't fit their agenda, If the gun(s) that fired these rounds are registered, i'm pretty sure they could track them down with a little leg work. After a large group of us dealt with HPD to do training, I've never seen any L/E outside of the Caribbean not know what the hell they were talking about or stutter and back track on Local Laws. I find those pictures funny as they fit the agenda of this idiot, perfect timing, i wonder what the pictures before and after from these 2 pictures look like on his camera, some people should find a way into a crab cage at the bottom of the pacific.

That's what I think too...  and the top of the window?  Would not the round hit the eave of the roof if it came in from kokohead? 

The people shooting standing are using a sound and safe technique of mounting the rifle.  WTF???? this bastard has some kind of freaking problem.  The new incidents are hopefully being FULLY investigated be the HPD, and if it turns out to be BS, I HOPE charges are brought up on the culprit.

My feeling is, there is a POTENTIAL problem with stray bullets based on circumstantial evidence. 

The Mayor is taking this opportunity to increase safety by making repairs and upgrades. 

If these repairs result in no more reports of strays, the Mayor can claim success, the shooters benefit from the upgrades, and the plaintiffs will feel their complaints were heard and responded to.  It's a POSITIVE result from a NEGATIVE situation.

The only person to still be unsatisfied would be anyone whose real goal was to shut down the range completely.

Any chance all this BS might just result in some upgrades at the range? What do you guys all think about this situation? I really hope all this is resolved quickly so we can enjoy the rifle range again. Hopefully this isn't just wishful thinking and come up with some kind of "solution."

Anyone really think they will have heard the last from Knudsen et al, regardless of range improvements?

For those types, this is not about safety, it is about punishing those hated gun owners.  That is what gun control has always been about:

He was explaining to the mayor that a wall needed to be built along the trail, or the range should be fully enclosed to prevent these possibilities...
 

People like Knudsen tick me off.  He's just like the people with houses near MCBH, HI,  and MCAS Miramar, CA, that complain about the noise.  Their houses were built and purchased long after the places they complain about were built.  The Koko Head Shooting Complex has been a shooting range since before 1950 (according to the website), MCBH has been a military installation since before 1939 (I was told the early 1900's by a PR person for the base), and Miramar was established in 1917.  Unless people owned their property around these places before they were built they have no right to complain.  They knew what was nearby and should have considered the risks.  If they didn't, that's their fault for not checking the surroundings before the purchase and should consider moving.  Same goes for the people hiking, pay attention to your surroundings, it may be what saves your life.  Though I've never hiked that trail, if there isn't a sign stating that there is an active shooting range below it, maybe there should be.

I was thinking that a simpler solution would be to move the firing points back instead of extending the roof / making an eyebrow.

There was a sign stating that an active shooting range and that the trail was in line with it. The sign also stated that the trail is off limits. The city took it down after hikers bitched about it. That illegal trail still costs the city money because of all the HFD heli rescues.

Not sure about others, but if I were finding so many "stray" bullets, I'd be worried......maybe they aren't all really "strays!"  Maybe they were close misses!

Biathlon is fired with .22 LR. The design would be much heavier and farther away

 It would be interesting to use a biathlon format at KokoHead. Fire 10 shots then pick up your rifle and gear and run around the crater. That would stop a lot of the bench campers.

I didn't see this in the notes from the town hall but these are some note garnered from a club email

3 additional recent incidents besides the stray bullet case of 27 Oct. 2013:
    a.  Another stray bullet impacting a house in the subdivision by Sandy Beach.
    b.  A stray bullet impacting the soft canvas top of a vehicle by the Botanical Gardens.
    c.  A hiker claiming that she heard a bullet whiz by her while hiking the trail going to the top of Koko Head.

The third one brings up the issue of the illegal trail.

This is due to the EPA regulations regarding lead in the soil and mitigation and safety issues for surrounding areas and the workers involved. The bureaucracy moves like molasses in winter. Fortunately we have the Mayor on our side, and having spoken to him and some of the other principles involved, I think we're actually on the "fast track". We have " He who shall not be named" to thank for the delays.

And yet......

At least 2 people were "rescued" from the trail up Koko Head [ at taxpayer expense ] yesterday. While they were knowingly breaking the law by trespassing on an unsanctioned trail.

Things that make you say Hmmmmm............

What like is the attitude. When I saw the coverage on the news about Mariners Ridge being closed they interviewed some chirpy hiker girl who said  " oh, we'll probably just go around the fence and hike it anyway" and nobody said anything negative about it, even though they'd be breaking the law and knowingly trespassing on private property.

Then expect us taxpayers to pony up and save their rosy butts when they get into trouble. I'm tired of the double standard.

They are only arrested if HPD intervenes, otherwise that is not part of the rescue crews job.  From talking with a retired Fire Captain, all rescues that involve a rescue crew, helicopter, and/or HFD are paid by the city(taxpayers) with the exception of the Ambulance (something like $700?).  I'm not even sure what type of penalties are given to trespassers... anyone  ???  I can only guess that it would be different between private, city, and federal property.

From what I can interpret by historical inaction on the part of the state and/or city is that the illegal trail has a higher precedence than the range. With everything that is going on recently with the range i.e. unsubstantiated blame of errant projectiles, shooters caught on photo in the midst of mounting a rifle etc. suggest an agenda that supports the trail while trumping the existence of Oahu's ONLY public shooting range. Let's not forget that first responders risk their lives in the rescue of these illegal hikers as well. The situation stinks as any accident on that trail is preventable. In addition, there was a crime that was committed on that trail with the criminal free and victims still suffering from his actions.

I do know an officer who has arrested illegal hikers on a different trail (still unsanctioned, just a different part of the island).   They were arrested for trespassing after AIR 1 dropped them off.   So, I'm guessing here, it's probably at the discretion of the responding office...

Here's a solution to the fill needed and the source of the fill material.
Take the dredged material from HK and use that as fill to bring the range up to the height of the shooters' positions. Afterall, the sludge is already dirty. Hawaii Kai gets to rid their fill material and the range gets it.
