Do Airlines allow you to bring Primers, Powder, etc?

Do the airlines allow you to ship primers, gun powder, and things that companies won't allow you to purchase here? We have a cousin that will visit.

You may carry separate non-hazardous components of ammunition such as empty cartridge cases or inert bullets.
You may NOT carry separate hazardous components such as black powder, smokeless powder, percussion caps,
primers, wrapped charges used in muzzle-loading applications, or similar items.

TSA prohibits black powder or percussion caps used with black-powder.

We had this discussion before. Through Hawaiian Air you can bring 70lbs of ammo as long as you are willing on paying the $50 overweight fee. Technically you can bring 100lbs and pay the $200 fee but it's not worth it. If you want it free you have to keep it 11lbs and under.
