ROCKY it may say that on the paper BUT would you trust your prints to anyone that is not bonded or license to do so?
Sheryl and Donna has been doing this for many many years i trust them when it come to finger printing.

As a Utah CFP instructor, we've (Rockette) been doing our own prints for almost a year now for all of our participants.
We have had no problems or denials because of prints.

I sincerely doubt that every Hawaii LEO that books and prints a suspect is a "Bona fide" print taker.

I agree that there is some skill involved and that like most other skills comes with practice, but I think the onus lies more upon the print subject than print taker.
The skill of the print taker is to get the subject to "give in" and let them do the job, kind of like relaxing and trusting your chiropractor.

If the print cards don't meet the standards, you simply do them again.
