Thoughts?

I am not understanding what they are talking about, "many commercial sales happen outside of FFL..."  Private sales happen, not commercial sales. They are talking about a gun show loophole which doesn't exist.

Commercial sales indicate sale of the firearm as a business venture, that already requires an FFL License,  so "commercial sales" not in accordance of FFL requirements are ALREADY ILLEGAL.   IE Black market gun running.  Are they talking about Holder/Obama in this memo?

They making up their own definitions again.

on gun purchases has broad support among gun owners and should gain support from the White House.

"I can assure you the bill ... has over 85 percent approval and that's with gun owners and everyone else
saying if you go to a commercial transaction, gun show, or on the Internet, don't you think you ought to
know who wants to buy that gun and for what purpose and what their background is? That's all we're talking
about," he said on "America's Newsroom."

Manchin, who met with President Trump last week, said non-commercial transfers of firearms between family
members are "protected" in the bill, and the Second Amendment would not be infringed upon by the proposed
legislation.

Based on this report, it sounds like "commercial" means "advertised gun sales that any Tom, Dick or Harry can purchase".  Non-commercial would be private sales you don't advertise publicly.  They specifically mention sales to family members, but I'm wondering if it extends to friends and other associates as long as the firearm wasn't offered to the public at large?

Maybe any internet posting about it.  Good thing you can't put prices on certain sites.  But then again, these people make up the rules as they go, so I'm sure they mean any private party sales.  Even word of mouth is "advertising".

But who's going to enforce it?  Will there be UC out there trying to buy guns?

Went through a bunch of BS because of Toomey’s crooked friend. Or at least his constituent. I’ll save the rest for offline.

Word-of-mouth (person-to-person) is not advertising.  Advertising involves seeking out buyers through indiscriminate dissemination of information.  What you're talking about here is person-to-person solicitation, which isn't advertising.

As long as the buyer didn't find out about the gun from an advertisement, it sounds like you can still do a private sale to anyone without a check as long as you have no reason to suspect they are prohibited (underage, out-of-state, felon, etc).

If this passes, I can see a need to start a "Show & NoTell" thread on here to replace the classifieds.

Moot point here in Hawaii, we already have UBC and registration.

Glad it works so well that no multiple felons can't have guns and hold entire neighborhoods hostage....
