I just noticed this one,
"House Bill 2736 and Senate Bill 2635 restrict ammunition purchases and possession to those who provide a proof of firearm registration for the particular caliber of purchase. Additionally the legislation requires licensing for ammunition sellers. ".
Perhaps the guys here that have been here longer than me have deal with this in years past.

This is complete BS. It will really affect groups who teach. Especially the Boy Scouts where we buy the ammo for the kids to shoot. And some parents don't own firearms so they will now be precluded from buying. Yes I can see their response "well have someone who owns a firearm purchase the ammunition". That's complete infringement on the rights of people if I've ever seen it. No different than telling someone they cant buy parts for a car they don't own.

That sucks but hopefully they define it loosely enough that all bullets of the same caliber can be purchased, so if they just say proof of caliber then technically a .308, a 30-30, a 300 wing, etc are all 30 caliber... I am guessing they may not know enough about guns where they might not  catch that...

Hypothetical:

I have a .380 Auto Glock for which I bought a few hundred rounds to practice and keep loaded for protection.

After a year and expending about 150 rounds from the 500 rd ammo case I bought, someone else buys my pistol. 

Now I have a series of options: 

1)  Sell the ammo to the gun buyer if they want/need it,

2)  Post an ad to sell or trade the ammo,

3)  Keep the ammo because I'm looking for a different 380 I'll like better than the Glock, or

4)  Donate the ammo to a gun group (like for the Summer Fun Shoot at Koko Head).

There are other options, but I think these are the most applicable to what I might do.

In all of these scenarios, once I sell the gun and keep the ammo (options 2-4), I'll automatically be in possession of ammo for which I own no compatible firearms.  Instant criminal under the proposed law.

That's a very lame loophole to hope for.  The HPD registration takes the caliber from the sale paperwork AND from the receiver.

If you have a registered .308 hunting rifle and also possess ammo labeled 300BLK, good luck explaining how they are in the same caliber "family".   :wacko:

As I read it, we can’t even post ammo for sale in the classifieds unless we apply for licensing.

If you have the uppers, mags and other required components to use multiple calibers in the same firearm, then my opinion would be you can buy and possess ammo in any - or all - of those calibers.

I have .357 revolvers that shoot .38 caliber ammo (including my Ruger 3" SP101  :rofl: :rofl: :rofl:).

I have a bolt action rifle that shoots .17 WinMag, .22 Long Rifle and .22 Magnum ammo with the proper barrel installed.

Then there are the conversion kits:

I can convert my P320 to 9mm, .45ACP, .357SIG and/or .40S&W.  Each conversion kit can be purchased with no permits, registrations or interstate sales restrictions.

Lots of people have .22LR conversion kits for practice with their larger caliber handguns.

There are insert kits that let you shoot nearly every popular caliber of shotgun, rifle and handgun ammo made -- for the survival / SHTF crowd.

Seems like HPD will be forced to ensure registrations list all specific calibers your guns are capable of accepting so your "permitted ammo caliber/s" can be documented.

That begs the question, how can a LGS verify you are allowed to purchase a given caliber of ammo?  Will HPD start issuing licenses for gun owners listing the calibers?  Will HPD offer online access to registration info?  Are gun owners going to be required to carry their registrations (and guns?) to the store to buy ammo?

The mechanics of implementing this poor idea will be worse than the legal impacts.

Just buy a firearm that is made to take many different bullets like that Chiappa shotgun set. Buy that as a set and you can shoot 9 different bullets with one gun!

Dunno what the spectrum of calibers a rifle might be built up as, but think it is quite a few within the general cartridge length.

40 years ago I was a licensed manufacturer of ammunition and components. It was a modest but fun home business. The ATF required that all ammunition sales be logged. After a few years of that, the ATF dropped that requirement. I think it was part of the paperwork reduction act. Apparently the federal government deemed it to be not a cost effective method of crime prevention.

So today we have a similar proposal by a new batch of bureaucrats because they know nothing about what was discovered just 40 years ago.

That was my point.  If you have all the needed components to convert a receiver between multiple calibers, you should be able to survive an accusation.

The mechanics are going to be ridiculously stupid.  Registration of appropriate calibers is one thing.  How will a gun shop employee know you are allowed to purchase the calibers you want?  Honor system?   :rofl:

With an AR you just gotta switch upper and bcg's and mags.

.22lr (can also use conversion), .223, 5.56, 7.62x39, .300 BLK, 6.5 SPC, .50 BMG.....

Funny thing is some companies actually started stamping the caliber on lowers as “Multi”.
They should start doing that with pistol receivers.

Common .40 cal Pistols can be converted to 9mm with just a readily available barrel swap and mag swap.

Back in the day in another state my CC pistol was an Astra A75( A very good Sig clone).
Same Mag and frame for 9mm and .40, just needed
to have the correct barrel. I used 9mm.
I think the only place on the gun where caliber was etched was on the barrel.
When hell freezes and we can get concealed carry licenses,  I'll bring that pistol
into the state and use it as my daily carry.  Good solid gun.

Seems to me you get a bunch of people to take a bunch of  uppers (no numbers on them) in a variety of calibers to HPD and demand the paperwork to be able to purchase your ammunition and they will have absolutely no way to fulfill the requirement and the state will have to say 'uncle'. That or rent your upper to other folks til they get every possible caliber on paper.

Will have to ask just what the registration shows for caliber.  Did not the article say they wanted the registration for ammo purchase to verify caliber?

And don't forget .357SIG

When registering the pistol I would just bring the frame down and register it as MULTI if you brought it in from out of state. I know it would be difficult when buying new as the manufacturer made it as "9MM", etc. so don't know exactly how that would work. But even at that I would still just bring the frame down and register it as MULTI and when asked tell them point blank that it is MULTI caliber for 9x19, .40, .357SIG, .22LR, etc.
