I can comment on Seattle. I lived 32 miles east of Seattle for over twenty years. I worked for over twenty years in south Seattle for an Aiplane company. I earned a STEM degree from a Accredited University located in Seattle.  What is the problem ?
It is the Location!  Seattle's Longitude is 122W, so is San Francisco, another accursed Liberal city.  Interesting Seattle longitude is ~48.  San Francisco is Latitude ~38.  That is the only explanation I could possibly offer as to why they were crazy when I was there and why they are even worse now.  (I also have family in and spent a lot of time in San Francisco).
I see Honolulu evolving into the same sort of nutcase Single party, power mad Dystopia.  It is dragging the rest of the state down with it as Seattle does to WA state and San Francisco does to CA.
While Honolulu is more of a Family/racially  run Dystopia, that is being diluted quickly by rich mainlanders moving in to mold the state to their
wants and needs eg. gun free paradise, Hawaiian race based autonomy, "green" environment regardless of the cost, NIMBY attitudes, et al.
Honolulu will form a corner of the Liberal Pacific triangle(Obtuse).

Best friend lives in central OR.  The stuff he relates about Portland would be hard to believe if not him telling it.

I also have family in OR. We spread all over after we escaped Cailf.
On the CCW. I carried for years in Seattle, My adopted sister carries in OR,
as does my cousin.
Generally, if you are in public, you are required to attempt to retreat.
If you have a CCW,  you are not a cop,  you can only protect yourself, or
someone else in physical danger that they can't get away from.
General rule is once you pull out your weapon you must use it,
unless the attack immediately stops.
It is called "brandishment" otherwise and you will be the Criminal now.
That is why Hawaii is so stupid about CCW.  No blood baths will occur.
