No, a democracy is "rule by majority." It includes nothing about speaking up if you disagree with your government or political leaders.
The Bill of Rights is where you will find protections of specific rights, like freedom of speech. That's an amendment to the Constitution. Nowhere in the original text of the Constitution, which was the blueprint upon which this country was built will you find anything about free speech. The Constitution created a republican form of government, not a democratic form.
To say the right to speak up about one's leadership is a defining characteristic of democracy is incorrect. There are several Democratic nations which do not allow any and all criticism of government. Canada comes to mind. They use a similar form of government as the US to pass laws and enforce them even though they are still under the British monarchy. However, they do not have free speech laws at all.
