With CCW permits (hopefully) being issued in the near future in Hawaii, would a OWB holster covered by a shirt or jacket constitute as CCW? Asking as I find IWB a little uncomfortable…

As long as the firearm and holster are 100% concealed and do not "print" (forms an outline beneath your clothing that's obviously a firearm), I think it's acceptable. Some states are more strict about printing, i.e. it's considered brandishing in some places and could be a chargeable offense. If I have to guess, I'd bet HI will lean on the side of strict .
My Front Sight 5-Day defensive handgun class required that we take the final test with our firearms concealed. I used an OWB holster and a jacket covering it. You could wear a tucked-in T-shirt and have a button-up shirt untucked, sports vest (511 has a popular one), sweater, sweatshirt, or any other outer garment doing the concealing.
So, use some common sense. Have a family member or friend try to tell if you're carrying. If they see nothing, you're good.
