I think the trick is go in the mornings. Went last week Friday after lunch and waited 2 hrs. On January 2 went there in the morning and waited only 30 minutes. Plus it seems alot of the early birds wait less than those trying after lunch.

Realistically though I do thinks it's about accountability.  In Oahu we haven't had Govt accountability in quite a few decades.

They fax over the necessary paperwork to HPD on every single transaction.
