Then you have to factor in the pandemic emergency funds received. Much of that assistance was a short-term infusion of cash, similar to the Obama era "stimulus" spending that produced no "shovel ready jobs" -- the opposite of what was promised.
All the data is public record. The trick is to define what metrics you're looking to analyze.
Government spends billions to track metrics, because that's how they justify their own existence. When the numbers are bad, they use percentages and comparisons with other years to create a positive narrative, like creating a massive job loss over 2 years but bragging about how many jobs have been "created" the last 3 months, even though that number is a tiny fraction of the jobs lost and probably a result of market demand and economic corrections vs. gov't policy.
