There about a thousand things wrong with this however.
 I'll start with this, 
#1 Why do you need a license to practice a right
granted to all Americans by the Constitution, until they do something
to lose that right according to the law?
#2 Which Hawaii law says only one and one one gun per license?
#3 Why are we so "grateful" that this is now being granted to us?
 

I'd rather be a revolutionary than a sheep.
Being herded, controlled,  and butchered
at the will of a government. That is why we have gun rights.
Some other men made that decision
when they formed America.
Sure as hell isn't Hawaii. Today.

I believe the class is two years and shooting test is one year
You need to apply within 90 days of your shooting test

Did the application require you to disclose all your social media for background check?  I think you have to sign away your right to privacy or something like that to get one on the BI. In any case, 1 year is way too short. 5 years on my mainland permits was over in what seemed like no time at all.

I'm a computer guy. when it comes to personal rights
there are two states,  on and off.
Either you have Freedom or not.
There are a set of rules that make up the Constitution
we agreed to conform to, in order to be America.
Hawaii government shits all over that agreement.
Sorry if I don't accept Democrat abuse of those rules.

The same guy who did the written, Urban Island Tactical at 808 GC.  I'm pretty sure that all the instructors doing the written will also do the shooting qual.  It wouldn't make sense to do written only.  But when you renew in 1 year, you only have to do the shooting qual.  Your written is good for 2 years.
