That happens when turnover is so frequent -- what with federal indictments and so forth.  Looks like quite a few were appointees by the Governor after the sitting AG left to run for elected office.  I see a couple were only AG for a year or less.  If the timeframe before a new AG could be appointed was short, sometimes the AG as "acting AG" and not officially promoted.
