Green has yet to sign this, but it's so much to read. So figure start a new thread as things are being notice.

PTA process will change.  EVERYONES handgun affidavit will be void and a new class needs to be taken.  And retaken every 4 years.  This would take effect 1/1/24

ALL private property is a sensitive place, so CCW is banned unless permission granted.  Where as the C&C ordinance only applies to commercial establishments and not private residences.


More will be posted. Too bad only on average 100 people submitted testimony.  We should have gotten 5,000 easily.

It's unfortunate that this is the mentality here. Concepts are hard.  I learned this when HI was banning bump stocks. "I don't own one, so doesn't affect me". Then the bill came that had "anything that increases the rate of fire". Luckily, this part got deleted.  But is shows how the state will take anything that they can grab at. Look at sensitive places, SCOTUS said you can have some, but HI took that as EVERYWHERE.

The other issue is that since this bill changes HRS134 a lot and isn't just a 1 section type of bill, it may affect your friends and they just don't know it yet.  I doubt that they all fully read the bill so the statement "it doesn't affect me" is a 100% true statement that can be made.

No. But if they want to buy another one, their affidavit from 20 years ago is no longer valid.  So they have to take the new class.  Or if they want to get a CCW, they need the new class.

I don't see anything that would prohibit open carry at a range or your own property for CCW licensees.

If it's related to 134-g, you're not carrying the firearm pursuant to a CCW license, your carrying because there is no law prohibiting carry on your own property.  It would also be difficult to show that open carry made you look threatening at a gun range.

There's going to be a huge demand for firearm safety courses come Jan 1st to buy a gun because of this.  If you plan on buying guns next year, you should buy it this year for this and other reasons.  I'm working on things to try and make it better.  Though it's difficult to plan for until the police departments put out their new requirements and policies.


1.  Getting instructors to include the extra lessons in their current courses.

2.  Combine CCW & Permit to acquire into a single class

3.  Keep their classes open so mental health and other new topics can be taught later.

To buy a rifle/shotty, yes. To buy a handgun, no.  The bill adds an additional requirement to teach about suicide prevention in the class needed to buy a handgun.  And the instructors must be approved by HPD.  Right now, no one is needed to be approved by HPD to meet the handgun class requirement.

Correct, the sidewalk and your property.  ALL PRIVATE PROPERTY is automatically banned unless given approval. So even your friends home or a retail store.

Maybe not all sidewalks. There are private or HOA owned streets/sidewalks. I’m not sure how the bill would apply to private sidewalks. The streets in my subdivision are HOA owned so I guess people that don’t live in the subdivision aren’t allowed to enter and carry by default.

Yes, public sidewalks only. HIFICO has a video of a property line in Waikiki, but not all have this line to show the difference between public and private.  Whether an owner who's part of the AOAO can give permission for a common area, I haven't read  that section yet.   There is something about AOAO common areas, but the part I read applied to owners. Owners are allowed to CCW in the common areas.

Until a court rules these stupid regulations as unconstitutional,  a CCW permit is virtually useless.  I already don't need a permit to carry on my property.
Happily living in Puna
