He's not threatening anybody because he's on the floor getting tenderized. Otherwise he would have just kept going.

Did you miss the part of the story where the robber threatened the lives of the owner/employee multiple times saying he would shoot them?  He put his hand in his pockets more than once as if he had a weapon.

Did you also miss where the same robber stole from the same store twice before?  Where were the Cops?  Why was he still stealing?

He wasn't stealing food or basic medicines.  He was taking cigarettes and other high value products.

YOU might think the robber was no longer a threat, but that's not the standard.  If the workers felt they were still being threatened, that's what matters.
