SSH helped cooridnate this.

Serial numbers will be run to see if gun is stolen so they can contact the owner

Only complete guns, no lowers allowed.

This is a test run for another future buy back.

Take this with next part with a grain of salt as I was told this by a non law enforcement or AG's office:

Full amnesty is given.  You can even have someone else drop off the gun for you (despite HI's handgun procession law only by it's owner or owner is in close proximity).

i think there's a difference between amnesty and "no questions asked/no ID required."

Amnesty means you will not be charged with a crime even if it's found out later you committed one covered by the amnesty.

'No questions asked/no ID required" just means anonymity is provided.  You won't be forced to violate your 4th or 5th amendment rights if you turn in a gun, even if it would implicate you in a crime.

However, since there's no amnesty under the program, you can still be charged with crimes associated with the gun if evidence is obtained separately and independently of you having the gun to be turned in.
