Maybe it's just me? it seems this story muddies two processes / does not differentiate between PTA and CCW.
The only use of CCW, concealed or carry in the article is:
"Many gun owners said this is just another obstacle making it more difficult to
carry guns here. The long lines outside HPD headquarters this week were
filled with people trying to get a permit before the law changes."
If you think about it, anyone wishing to carry and who doesn't already own a firearm they feel is appropriate for them to carry will be unable to get a PTA -- meaning they will be unable to get a carry weapon in order to apply for a license.
Stop the PTA process, and you stop the CC License process for those needing to purchase a carry piece.
That's how i see that comment, anyway.
