National border protection is under authority of the federal government.
Let's say Hawaii decides to stop all incoming shipments from China to curtail human trafficking into the state. Human trafficking from foreign countries is under the authority of the feds, and even though Hawaii has the right to protect the state, stopping shipments from China becomes a national/international issue.
It's like when you go to 7-11 to get gas and a coffee, but the clerk is glued to his iPhone and ignoring you. You aren't allowed to ring yourself up and make change from the cash drawer, and of course not paying would be theft. Doesn't matter that the person who is allowed to handle the register isn't doing his job.
It's frustrating, but as long as these Dumbo-crats keep getting elected, they have no reason to change.
