Correct me if I am mistaken.
21 is the new ammo ban law.
18 is the current gun law.
18 yrs can join military and shoot machine guns.

So basically, we have conflicting laws and/or ideology.


An 18 year old cannot buy any gun in HI.

But 18 can't have a gun transferred to them in-state, nor bring a gun they already own from out-of-state.

Catch-22

Can't get a permit to legally acquire.
No person less than twenty-one years of age shall bring or cause to be brought into the State any firearm.

So, I guess you have to have it magically appear in your hands with no local or mainland record of purchase.  You just have to already, somehow "own it" t the time you try to register as an 18 y.o.

There's only one way I can think of for under 21 to own a gun.  It's complicated tho.  They would have to create a receiver out of something they already have.

So, the law is forcing 18 year olds to build their own guns out of anything other than 80% kits.  Seems logical.

Kids making guns without ever having owned one.  What could go wrong?

The legislators who dreamed this up should be fired.

Even if gifted or inherited, the new owner is having the gun transferred to them from the giver/estate.  I think the rules for transfers (>21) would kick in.

i can think of a lot of scenarios where a minor can get access to a firearm, so why not ammo, too? 

Limiting the sale of ammo to adults will be just as effective as limiting sale of tobacco, alcohol and nudie magazines by age.

If someone really wants to get their hands on some ammo, they will find a way.

Pontification:  If I were 17 and needed/wanted ammo, but all the stores will be checking ID, would I:

a.  get a fake ID?

b.  grab an extra box from my parent or friend next time they take me to the range or hunting?

c.  Buy some from a seller on the local 2A forums' classified section?  (if the law abiding seller asks for ID, see answers (a) and (d))

d.  Pay an adult to buy some for me, maybe the guy holding a sign while panhandling on the street?

e.  Steal some from my friend's dad next time i visit their home, since the dad never locks up the ammo -- only the guns?

Just a few ideas off the top of my head.

Anyone contemplating committing a violent crime or offing themselves is not going to care about being a prohibited person or felon.

That penalty is just another shoehorn to be used to strip otherwise law abiding gun owners of their constitutionally protected rights.  I have a feeling this law will be headed to SCOTUS, and HI will again thumb their nose at the decision.

We the people of Hawaii (whether we like it or not) are special.  We factor in the Aloha Spirit when we make our laws, (whether we like it or not), and are not necessarily bound by the Constitution (of course no problem if it suits our agenda) because this spirit lives in us, it is our culture, and it is the way our politicians do business, ever since they have been elected since the beginning of time, till the end of time.

People assume our lawmakers passed this bill because of "safety". The only reason they passed it is to add 1 more anti 2a gun bill to the books. They don't give a crap on how criminals get ammo.

HNN had a teacher speaking. She was talking about how a suicidal student had access to a gun.  Of course she left out access to ammo. I guess the parent leaves the gun out, but locks all the ammo.

This doesn't affect directly anyone here because we're all over 21. But wait till they raise the age to 25, then 30 and so on.
