i can think of a lot of scenarios where a minor can get access to a firearm, so why not ammo, too?
Limiting the sale of ammo to adults will be just as effective as limiting sale of tobacco, alcohol and nudie magazines by age.
If someone really wants to get their hands on some ammo, they will find a way.
Pontification: If I were 17 and needed/wanted ammo, but all the stores will be checking ID, would I:
a. get a fake ID?
b. grab an extra box from my parent or friend next time they take me to the range or hunting?
c. Buy some from a seller on the local 2A forums' classified section? (if the law abiding seller asks for ID, see answers (a) and (d))
d. Pay an adult to buy some for me, maybe the guy holding a sign while panhandling on the street?
e. Steal some from my friend's dad next time i visit their home, since the dad never locks up the ammo -- only the guns?
Just a few ideas off the top of my head.
Anyone contemplating committing a violent crime or offing themselves is not going to care about being a prohibited person or felon.
That penalty is just another shoehorn to be used to strip otherwise law abiding gun owners of their constitutionally protected rights. I have a feeling this law will be headed to SCOTUS, and HI will again thumb their nose at the decision.
