I am no fan of AOC but this really isn't her area of responsibility. She represents her constituents nationally and makes national laws but this problem of prostitution in red light areas is really something that falls under the purview of local and state laws and agencies. AOC doesn't direct New York police or prosecutors and she doesn't affect New York law. She could ask for federal money to help address the problems but she doesn't have authority there.
You are so naive.
The feds control state-level issues constantly by making federal funding for programs and projects contingent on following federal guidelines.
Highways, education, infrastructure, and so on receive all kinds of federal funding, but their are strings attached. For example, educational funding for facilities is tied to the number of students on the free or reduced lunch program. Therefore, there's a push at the beginning of each Fall school semester to get as many students qualified for that program as possible -- even if the students' parents make their lunch for them everyday.
So, if AOC wanted to fix these problems and if she actually had a workable plan, she could very easily tie additional funding for state and local law enforcement to whatever requirements she defines.
Given her track record, I give it 50/50 whether anyone would commit to her requirements, based on how ridiculous the Green New Deal plan of hers was.
