Just to fill in the "waste of time" concept...
Since we know that during the past 20 years of mandated record reporting not one single license has been issued on Oahu, would it be fair to say that unless a person wants to receive a denial in anticipation of filing a lawsuit that it would otherwise be a "waste of time" to submit an application given that there is zero chance of approval? Even if it only took 2 minutes.
Just to update you, my research of mandated record reporting (AG) done in 2016 shows
IN THE STATE OF HAWAII between 2000-2015,
There were 3,486 security firm applicants. 3,442 approved (64 rejected).
There were 128 private citizen applicants (2014 had 21, 2015 had 44 and 2 of those in each year were my household)
Between 2000-2015, 4 private citizen CCW permits had been issued.
2001 - 2
2006 - 1
2013 - 1
RUMOR has it at least one of the above was not on Oahu, one was to a judge, another to a retired military officer,

Hawaii county 6 applications, 0 (0) approvals
Kauai county 5 applications, 0 (0) approvals
Maui county 0 applications, 0 (0) approvals
Honolulu county 15 applications, 0 (0) approvals (2 of those were my household)
Entire state 26, applications, 0 (0) approvals
2017
I acquire a Utah CFP and Utah CFP Instructors license.
