To add to that ...

There are 2 kinds of people in an armed conflict:  combatants and non-combatants.

if you see someone with an AK-47 driving or running toward you, and you're a uniformed military person, you have to assume that someone is a combatant unless and until they demonstrate otherwise -- throw down their arms, stop where they are, shows they aren't wired with explosives, etc....

The hardest part of today's conflicts is identifying the enemy.  Insurgents and rebels don't wear uniforms normally.  Also, today's non-combatant could become tomorrow's suicide bomber due to money promised to their families or threats to end their families.

Please, don't explain Rules of Engagement unless you've been there - done that.

Lots of people are armed. Lots of people will run. They didn't shoot at you. You can't assume they are the enemy and if possible you should detain them not shoot them. They are not a threat. You can't just shoot armed people that run.

You're use of the word "murder" implies that there is no defensive reason for a solder shooting the village. So refer back to what was stated "if your brothers in arms are in danger, AND you are the enemy".

There's a US embassy in Africa that was getting pop shot at. The warlords men there would go as far as to even point their guns at the embassy, but not fire.  We warned them not to do this as it would result in further actions by the US.  They didn't listen and  the ROE changed and anyone who's pointing a gun at the embassy was a combatant (hostile) and use of deadly force was authorized.  So here comes Mr. badass pointing his AK at the embassy and an embassy sniper took him out. After that incident, anyone who was walking across the embassy, removed their mag and held their rifle and mag above their head.  Then once they passed it, they would insert their mag and carry on.

This was on the History Channel on a show about effective usage of snipers.

That's a fact.  Co-ed military units, especially front line units, have a very high rate of promiscuity.

I roomed with this captain who was just finishing going through a divorce.  His wife was also a captain.  She was deployed to Saudi Arabia a few months before he deployed.  While there, she fell for a major (don't judge -- her husband was a real jerk).

I also found out on my first deployment to Saudi Arabia there was an "emergency unscheduled rotation".  A 2Lt female was being shipped home "no notice" after it was discovered by command she had been turning tricks in her hotel room in Riyadh.  I don't know what she was charging, but I'm sure the single guys would have been lining up to spend their TDY per diem.   :geekdanc:

There were also many married couples assigned to my units who met on active duty -- both enlisted, both officers, or mixed officer-enlisted couples.  Crazy how they decided to get married after they never had a chance to date due to fraternization rules.   :rofl:

And how do you know that no one pointed a gun at the rancher?

You are also ignoring the dynamics of combat. Someone can shoot at you, retreat to the next cover then shoot at you again, and repeat. In such a situation you could be justified at shooting them as they flee.
Additionally it is possible to shoot someone in the back due to basic human reaction. If I see someone pointing a gun at me then I raise my gun and begin to fire, they may turn faster than I am able to respond. This has been demonstrated in some police shootings and the person turned so fast, the officer could not stop his action in time and ended up shooting the person in the back.

Bottom line is you are oversimplifying things. There are instances when you could shoot someone running away, it just depends on the circumstances. For you to claim it is never justified is just incorrect.
